I hope the INCSEA manuals are up to date.
It is interesting that the Russians downplay their naval facility at Tartus as nothing more than a "refueling stop." In reality this is meant to be a good warm water port which the Russians are always seeking. This alone explains Russian support of the Assad regime in Syria.
